Economic situation in China

China today is one of the most prospering economies in the world. Its annual economic growth for the last decade was approximately 10.1%. Even China's economy is growing at such a rapid rate the country is still relatively undeveloped. China is a one-party state, with real power lying with the Chinese Communist Party (China. The Columbia Encyclopedia, Sixth Edition. 2001). In late 1970's China began to build a modern legal system, shortly after it economically opened itself to the world. Since then economy began to prosper creating many opportunities and advantages to the country but at the same time created various problems. Child Labor is one of the issues China is facing today.

Rapid economic and population growth made it difficult to manage such a big and diverse country as China. Considering that the people in China make up one fifth of the total world population and that 26% of the population, 378 million in total are children we just can imagine how difficult is to manage and control such a populous country in such a large geographical area. Even child labor in China may not be as serious as in some countries, such as Indonesia, Sri Lanka, Nepal, but it is sure that the child labor issue can be ignored (Child Labor in China. Change HKCIC-June 1996). In 1996 we could see that the child labor was increasing because the demand for cheap labor increased. According to government statistics, more than 10 million children, aged 6-15 ("Far East Economic Review" claims 24 million) are out of school in China (child labor in china). A ruff estimate is that half of those children are working in factories. Beside the fact that children working for wages which are ridiculously low in 1994 was discovered the fact that some brick shop owners kidnapped more than 100 children and forced them to work 10 hours a day six seven days a week. Those facts are really scary and it is amazing how this could be possible with a strict laws and adequate government control? (Chinese government was stating that the control was adequate and strict). Interesting is the fact that China always had the laws regulating labor. The law which was passed in 1990 stated that workers should work 8 hours a day, 6 days a week and these are restrictions for adults! It also had the laws regulating child labor and had clearly defined age restrictions. Minimum age for employment is 16. This is amazing when government has the laws prohibiting child labor and the child labor is increasing. It is not a secret that a lot of children use fake IDs and this way find employment in the factories. It is hard to believe that this is because of lack of people who control that. I used to live in communist regime for a while and I know what power government has. I can tell that without approval of the government officials and cooperation with child exploiters child labor would not be uncontrollable factor. It is clear that bribery is in place and manufacturers are paying officials to be blind and death. Even there are the facts when children just had to go to police department and pay certain amount to get ID with any age they wanted. Bribery is the part of the socialist system and the system is not easily changed. Poor quality of living conditions dictates the laws not the laws itself. Government realizes that it cannot secure well being of all children under 16 years old and for that reason let them work. Actually it should be very difficult to take care of 26% of population event to developed country. Child Labor is essential for families and children survival and both parties realize that. Those who can take advantage of the law does that and collects bribes from the manufacturers and this make it possible for exploitation go on and on. But I cannot clearly state that this happening in all areas and in all levels. China's territory is so large that it does not necessarily mean if the law is passed in Beijing all 22 provinces will strictly follow and enforce it.

Economic economics development is various provinces are very different. Different provinces have to deal with different child labor varieties. In some regions agriculture is almost the only industry exist. Taking into account that today about 50% of China's population work in agriculture we can imagine how many children are involved in it. Children suffer because they are forced to work in the fields from the early age because of poverty. Even 50% of populations work in the agriculture it counts just 20% of the country's GDP (China. The Columbia Encyclopedia, Sixth Edition. 2001). Since 1980 taxes and fees have increasingly made farming an unprofitable occupation (1). Population in those regions is so poor that the only way of surviving is to make every family member work from the earliest age they possibly can. Poverty prevents children from quality education and essential human development which affect the country now and will affect it in the future. However, I do not consider agriculture as the main industry which exploits child labor. Since China became more and more involved in the global markets and many new industries developed. Many factories found markets and demand for their product and they needed cheap labor to compete with other counterparts within the country. Manufacturing boost mostly arose because multinational companies entered China and established networks of contractors which had to provide them products they demanded. Because of ambiguous political environment multinational companies made limited investments and tried to manufacture the products they needed through independent contractors. This particular move in the economy, I believe, caused not just access child labor usage but also exploitation of the workers overall. Many stories were written about child labor and many well known international companies were accused of that. As an example let me quote a story to show what working conditions children have to face: "A foreign-invested textile enterprise in Zhongshan, Guangdong Province, employed 400 rural migrants, of whom 160 were child workers. A 14-years-old girl, exhausted by long hour works (18 hours a day), fainted while working. Her hair was pulled into the machine and she died on the spot." The stories we heard and the stories were published are just a tip of an iceberg.

Mostly activists groups made the world aware of the working conditions in the third world countries and those groups accused many multinational corporations with child labor usage and terrible working conditions in their factories operated abroad. This of course created some groups of customers who boycotted products of the companies who exploited children. Those accusations made impact on companies' sales and revenues. Many of multinational companies realized that good name in today's market is vital. One of the companies which were accused with child labor usage was worldwide known "McDonalds".
