Juliet was betrayed and let down. Who was most to blame?

Nurse has been a servant to Juliet since she has been a day old; she was also a wet nurse, which meant that she breast-feed her as if she were her own child. She liked telling embarrassing stories about Juliet. "... Even the day before she broke her brow, ... and then my husband- God be with his soul took up the child. Soon after Tybalt died Lord Capulet decided that Juliet must marry County Paris and he asked for Nurse's help but Nurse advised Juliet that it would be best she married County Paris because Romeo is no good to her as he has now been banished to Mantua.
