It was known as the most damaging hurricane in the century at the time, before Hurricane Andrew and Hurricane Katrina. Hugo first formed as a tropical depression off the coast of Africa on the 9th of September then moving westward to the east of Caribbean as a Category 4 hurricane, its path contained several of islands such as Guadeloupe, Montserrat, Puerto Rico, and St. Croix. Then it finally hit South Carolina and North Carolina on the 22th of September. This Category 5 hurricane nearly destroy everything on its path, the damages were devastated.

The first group of islands to suffer was the Leeward Islands including Guadeloupe and Montserrat. The damage in Guadeloupe was severe, with the airport tower blown down from its foundation. Roads and bridges if there were any standing were blocked by debris from the buildings. Houses were left roofless. Flooding from storm surge was often during the hurricane. 90% of all structures in Montserrat were destroyed, including the island hospital and virtually all homes were destroyed, leaving 120000 residents homeless. Flooding was also reported. Around 22 people were dead and a cost of approximately 100-300 million dollars. Some other Caribbean Islands were also damaged by the heavy wind and rain. After the storm, tens of thousands were left homeless and powerless, no communication whatsoever. An estimate cost of $5 billion in damage in the Caribbean.

Hurricane Hugo hit Puerto Rico at 12:00 am in 19th September; the eastern part of the island was essentially destroyed. The agriculture and tourism were affected many ways, the coffee and banana crops were flooded with sea water or were completely wiped out. Roads and Bridges again had been washed away or blocked. In total, 12 people were reported dead, six of which happened in the South, where they got shocked by electric from the underwater wire of a power line; four of which happened in the east. 80% of buildings or other structures had been destroyed leaving its 28000 residents ...
