The managers must ensure that the complex users are at maximum safety when they are on these premises. For example if the chemicals are mixed incorrectly the pool user may be in danger. Bacteria can produce in swimming pools but can be eliminated by using chlorine within the pool, however using chlorine raises the acidity in the pool therefore other chemicals are used to neutralise the solution; the responsibility lies with the manager to ensure the balance is correct. Basically the overall condition and the running of the complex is the responsibility of the managers.
