  1. Internal situation & foreign relations were dominated by effects of:
  1. Defeat by Japanese
  2. Its own revolution

  1. Dumas
  • Equivalent to parliament
  • Stolypin – President of Council of Ministers
  • No collective responsibilities except to the Tsar
  • March 1914: Confusion over going to war\
  • War minister (Sukhomlinov) said Russia ready for war
  • foreign Minister (Sazanov) said Russia should maintain friendship with Germany
  • Ultimate decision left to Tsar

-2 parties: Octoberists: -more conservative, work with old constitution

Kadets – constitution democrats, want reform of constitution with Duma in                                   control of Council Ministers

-want to strengthen ties with France and England => push internal reform.

- Plan: concede in Poland

- fear friendship with France and England, as it would encourage liberal ideas
