QUESTION ONE

I am going to explain the broad relationship between social problems, social issues, social policy and social service provision, all related to my chosen client group which is drug abusers.

The social problem is: every day in the town centre, sitting at nearly every street corner is someone sitting with a 'hungry and homeless' sign. Are they really hungry and homeless? They probably are but the money they are begging for could also well be for drugs. There are people selling drugs in the streets, making it easy for others to buy them - these people buying them are other people's children, families and friends. It is so easy nowadays to buy drugs in the streets that the minority of Glasgow is becoming addicts.

The addicts are causing major social issues in our society today and it's all just to feed their habits. They don't care about the people they're ripping off, robbing and hurting. You see young girls as young as twelve years old out in the town prostituting themselves - sleeping with old men, going away in their cars and putting themselves in dangerous situations for money to keep their habits going.

If a drug addict saw a poor old lady walking down the street and they thought for one minute that she had money in her handbag, the majority of addicts wouldn't think twice of robbing her - they shouldn't let themselves get to this desperate stage in the first place.

House breakings, robberies and car thefts are only some of the consequences of addiction, its money to feed their habits, and to get them high. They wouldn't think twice of even robbing their own families for their addiction.

What is getting done to stop this from happening, to lower the crime levels and to stop people from getting hurt? There are many things available nowadays such as rehabilitation centres - an addict will go in to rehab to try and change their ways, to get off drugs, and to re-educate their minds. There is a lot of money going into rehabs, to try and change the society we live in. Money goes in to pay the staff to do their jobs properly, doing group work with the clients, to do relapse prevention and to try and make them change their ways of thinking. The government puts in money for outing, trips etc. to try and get them into a new way of living.

There are other things deriving from social policy and social service provision like day centres - giving addicts the chance to work together. There are drug projects that help addicts get on methadone programmes. There is also Narcotics Anonymous which gives them the chance to swap their stories, help each other and to have someone there to talk to.

As we have seen in our society, many social problems create social issues and from here comes social policy and social service provision.

Another example of a social problem would be poverty. All over the world people, make their own conceptions of poverty. What really is poverty? Poverty to one person could be comfortable living to another. From poverty come many social issues. One issue could be homelessness; there may be a large family and the mother may not be able to provide for her children. Through this, the children may become homeless because they cannot take the strains of their family lives. The homeless scene today in Glasgow causes many problems, these problems being drugs and crime. Through drugs and crime comes many social issues, one being theft. Many people are suffering today through muggings and robberies; it has many effects on people and it could stay with them for the rest of their lives. What is being done to prevent all these social issues from happening? There are many things implemented nowadays for example, there is the Social Security (DSS) which is there for the unemployed people giving them money to enhance independent living. There is also Children's Homes for children who are suffering the effects of poverty, abuse, isolation etc. For addicts there are rehabilitation centres, which are there for the purpose of detox and relapse prevention skills. There are Children's Homes and rehabs situated all over Scotland. I think it is great that we have the resources available nowadays to combat social problems and social issues. A few of these resources would be Phoenix House. Phoenix House is a rehabilitation centre for addicts; it is build for the purpose of detox and to promote independent living. One of the Children's Homes would be Barmulloch Care Association; this is for children who suffer violence, abuse and many other problems. In my student placement, I am situated at the Link up Project, which is for alcoholics, mental health and the homeless. The Link Up has several external links to outside agencies that are also there to help promote independent living.

QUESTION TWO

The central government have many responsibilities for meeting the needs of any chosen client group, one of these responsibilities would be the Social Security; the objectives and constraints would be the cost of benefits - public expenditure levels need to be acceptable politically, the maintenance of incentives should not deter people from working and saving. My chosen client group is drug addicts; addicts greatly benefit from the Social Security because most of them do not work and they will need some sort of income.
