Government versus Democracy

Peter Drucker who died on November 11 aged 95 was a social theorist who identified management as the essential organising requirement of 20th century life.

Introduction

This report examines in general terms the management structure of the Development and Environment Directorate one of four such directorates of North Somerset District Council. More particularly it will investigate in some detail how the South Team operates as an integral part of the Development Control Group that forms part of the D&E directorate.

It will examine four main issues as set out below. The structures of management within the South Team - how it manages performance without creating conflicts of interest and how it communicates its performance. It will show how the management of planning has the potential for conflict at the local level and that it is seriously affected by external management imperatives.  One of these imperatives is created by Government through Planning Development Grants (PDFs) a system of cash incentives that are matched against performance which can if not managed have an effect of subsuming democracy at the local level.

Due to the current structures employed it will show how much control the individual officer has as opposed to that of the elected member. It will reflect that the south team is flexible in its approach to the structure that it operates within. It argues that the “modus operandi” is both transparent not over complex yet at the same time takes note of the personal welfare of the personnel working within the team. Lastly the report will demonstrate that the organisation is not stifled by excessive record keeping.

North Somerset Council is a unitary authority who vision statement is

        “to be an excellent council improving quality of life for all”.

It is situated in the south west of the country on the Bristol Channel. The present council serves some 39 parishes with major towns located at Portishead Clevedon Nailsea and Weston-super-mare the latter town being the central location of the administration.

The Council divides on political lines with some 61 Councillors representing 36 wards and operates on a cabinet basis.  The Cabinet structure allows for four Area Committees representing the whole district. The South Area Committee (SAC) oversees planning matters for 17 parishes including Bleadon. A team of officers from the Development Control Group administers planning for the SAC.

This is certainly the case with North Somerset District Council as is shown in the following four illustrations. The Corporate Management Team is based on a hierarchal system that comprises a Chief Executive (CEO) and four Directorates
