INTRODUCTION BACKGROUND OF THE PROBLEM Since the late 1980s, Business School marketing professor Itamar Simonson has looked for ways to understand how consumers make choices. Much of his work debunks the accepted theory that giving consumers what they want and making a profit are the most basic principles of marketing. Customers may not know what they want, and second-guessing them can be expensive, says the professor who teaches MBA and PhD marketing and consumer decision-making courses. In Simonson's words, "The benefits and costs of fitting individual customer preference are more complex and less deterministic than has been assumed." That's because "customer preferences are often ill-defined and susceptible to various influences, and in many cases, customers have poor insight into their preferences." In one of his recent papers, Simonson tackles the issue of one-to-one marketing and mass customization. Supporters of these marketing approaches have suggested that learning what customers want and giving them exactly what they want will create customer loyalty and an insurmountable barrier to competition. It utilises private sector competition to reduce the cost of delivering public service and improve the quality of service delivery. It was one of a range of policies introduced by the Conservative Government to increase the involvement of the private sector in the provision of public services. PFI entails transferring the risks associated with public service projects to the private sector in part or in full. Where a private sector contractor is judged best able to deal with risk, e.g. construction risk, then these responsibilities will be transferred to the private contractor. Where the private sector is deemed less able to manage the project's risks, some of the responsibility will remain within the public sector. As there were external factors like the US-Iraq war and the SARS outbreak during that year, which affected not only the Philippines but also the whole world, several local factors contributed to the slump in the construction sector during 2003. Some of the local factors included large budget deficits from the government, which affected public sector construction projects. Despite the grow of the private construction sector, its was not enough to compensate the damage done by the drop of the public construction sector. EEI Corporation, which was just recovering from its sudden downfall in 1999, experienced the negative effects of this slump, recording a net loss of about PhP 583 million.
