Do Institutions Matter: A Case Study of Gun Control

Abstract The role of institutions in explaining the policy process has been a contested area amongst academics that use different institutional accounts to examine how policy change occurs and why. But the concept that individual politicians can choose to exit institutional frameworks at times of crisis has not received such attention. This dissertation analyses the role of institutions and explores the concept of the individual in the process by looking at the theories of new institutionalism and critically assessing the literature. The case study of gun control and the cross comparison between two differing institutional frameworks of presidentialism and parliamentarism identify points in the policy process where change has occurred. The problems of institutional accounts are highlighted through the use of these studies in examining the policy changes outlined and showing that they cannot be perceived to be taking place in an institutional framework. The dissertation will argue that institutions do not matter when explaining the policy process and those individual politicians can choose to exit institutional frameworks most notably around the time of crisis. Contents Chapter 1 Do Institutions Matter? 3 1.1 What is an Institution? 4 1.2 The Limit of Institutions 4 1.3 Conclusions 6 Chapter 2 The Problem of New Institutionalism 8 2.1

The Fire Safety Order: Better Compliance or Just More Regulation?

BN3470 - 'Environmental and Safety Law' Assignment 1 "The Fire Safety Order: Better Compliance or Just More Regulation?" TABLE OF CONTENTS INTRODUCTION 1 LEGISLATIVE STATUS OF THE FSO 1 REQUIREMENTS OF THE FSO 2 PREVIOUS LEGISLATION: FIRE PRECAUTIONS ACT 1971 (AS AMENDED) AND FIRE PRECAUTIONS (WORKPLACE) REGULATIONS 1997 (AS AMENDED) 2 COMPARISON BETWEEN THE FPA, FPWR AND THE FSO 5 CONCLUSION 6 APPENDIX A 9 APPENDIX B 10 APPENDIX C 14 APPENDIX D 18 APPENDIX E 28 APPENDIX F 30 APPENDIX G 35 INTRODUCTION The Regulatory Reform (Fire Safety) Order (referred to as the 'FSO') came into effect on 01 Oct 2006 (FSO, 2005). The government's stated intention in implementing this order was to simplify the multiplicity of fire-related legislation into a single, consistent set of regulations throughout England and Wales. In the appendices to the FSO, some 180 pieces of local, regional and national legislation were to be repealed when the FSO was enacted. The purpose of this assignment is to outline the main features of the FSO and to evaluate its effectiveness in promoting good fire safety practice in non-domestic premises. However, given the large number of diverse pieces of legislation, comparisons between the FSO and previous legislative paradigms will be limited to those enforced directly by the Fire & Rescue Services in England and Wales i.e. the Fire Precautions

VARIOUS DEPARMENTS AT SAYAJI 6. 7 Ps MODEL OF INTEGRATED SERVICE MANAGEMENT 7. SAYAJI AS A SYSTEM 8. SAYAJI MARKETING (OPERATION WISE) 9. SUGGESTIONS INDUSTRY OVERVIEW The hotel industry has reported impressive earnings and revenue growth for the year ended March 2003. This was after a slack period in the financial year 2002, when net profits dipped on a negative sales growth. Highlights: * The Indian hotel industry is metro dependent, as 75 to 80 per cent of the revenues of top hotel chains come from the five metros. Mumbai and Delhi are the most profitable hotel markets currently. * The hotel industry is heavily taxed. Expenditure tax, luxury tax and sales tax inflate the hotel bill by over 30 per cent. The effective tax in Southeast Asian countries works out to only 4 to 5 per cent. As these taxes are the domain of the state government, the rates vary accordingly. Among the metro cities, the luxury tax rate in Chennai is the highest. * The average room rate (ARR) and occupancy are the two most critical factors that determine the profitability. ARR, in turn, depends on location, brand image, star rating, quality of facilities and services offered and the seasonal factor. * In the long term, the

This dissertation investigates UK consumers' intentions to purchase healthy food products, using the Food Standards Agency (FSA) Traffic Light System (TLS), in relation to Icek Aizen's Theory of Planned Behaviour. It is an investigation into the implications the Traffic Light labelling System (TLS) has on consumers when making decisions about food. Does the system aid consumers in making healthier choices? I will concentrate on the theory of Consumer Behaviour. The main aim of the dissertation is to identify consumers' perception of the TLS when making informed choices about food products and to investigate what social and economic implications this may have in the UK. The broad aim highlights the importance of consumers' awareness of the TLS and how they use it in order to make healthy choices at the point of purchase. It is also important to see the significance this will have on the UK public as a whole, and what social
