Executive Summary

The proposed project intends to analyze the contribution of technology towards business opportunities, more specifically oil extraction and refinery.  The focus of this assignment will be based on the following topics: History of Petrobras (Brazilian Multinational Energy Company); Price reduction on fuel due to improvements on technology; government taxes on fuel, technological solutions for environmental preservation and oil history.  The objective of this research is to identify reasons of why fuel prices are rising by understanding taxation, petroleum politics and how this affects the financial oil market nowadays.

History of Petrobras

Petrobras was created in 1953 under the dictatorial regime of Getulio Vargas which was also one of its founders. Their activities commenced with the collection it inherited from The Old National Oil Council (Conselho Nacional do Petróleo, CNP), which was created with the intention to form a strong impulse toward industrialization just before World War Two in 1937.

From 1954 to 1997 Petrobras held a monopoly on oil exploration and production as well as natural gas, bio fuel and the derivative sector with the exemption of wholesale distribution and retail via service stations. Due to this period and performance Petrobras was awarded the Offshore Technology Conference (OTC) in 1992 and again in 2001.

The multinational status came after 40 years of exploration, production, refining and transportation of Brazilian’s oil when Petrobras started to dispute with other foreign and national companies in 1997. To prevent irregularities a Petroleum National Agency was created for the regulation, supervision and sector activities hiring, and the National Council of Energy Policies, a public agency responsible for the development of energies’ public policies.

Petrobras doubled its production of oil and natural gas in 2003 by overcoming a production mark of 2 million barrels a day.

Its business is organized in four different segments: Exploration & Production,

Downstream, Gas & Energy and International. In 2005 over 60% of capital designated for investments were targeted to the exploration & production segment which contributed to more than 90% of profits for this same year.

In 2006, president Luiz Inacio Lula da Silva inaugurated the P-50 Platform production at Campos Basin, declaring Brazil self-sufficient in oil.

Once the country achieved self-sufficiency in oil it was expected a significant price reduction in the pumps. However, this  was not the case in Brazil, after release of fuel market, so to stimulate the production of bio-fuels, allowing Petrobras to invest even more in exploration and production in the domestic market as well as abroad. During the course of this project other reasons for the expensive fuel prices will be discussed.

Some say it is wise to keep the prices of petrol at an international market level. The USA is a good example on how low-cost fuel may cause a long-term economic damage. In 2006 they consumed more than 20 million barrels and imported on average 15 million barrels on a daily basis (Deficits average of $65 billion). 25% of oil used in this same year is from America, and with the Chinese market with it’s annually growth of 10% the American deficit may grow even more if rising prices on oil barrels are proven to be right.

Currently in Brazil the government is charging its people with 2 different taxes over fuel prices. It is contradictory within its people whether or not this money is taking the right direction. Brazil is well known for its taxes. An average of 40% of one person earnings is taxable. In other words, one has to work from first of January till 30 of May just to pay taxes.  That’s 145 days!

Technological solutions for environmental preservation

The contribution of new technologies for environmental protection is crucial, as we know our society depends on fossil fuels in large amounts and they are not going to last forever. So what do we do? We need to rely on alternatives energy sources like Solar power, Wind power, Sea power, Hydro-Electricity, Bio-Fuels, Nuclear power and this is just to name a few. A recent survey proved wind power as the most cost effective renewable source of energy.

Fossil fuels are not considered a renewable source of energy although we currently generate a staggering 90% of energy from fossil fuels. It is scientifically proven that climate change, greenhouse gases and many others issues to our planet’s health are related with fossil fuels and its conversion to energy.
