A project, according to Leister (1994), is a planned set of action activities meant to achieve specific objectives using allocated scarce resources. These activities are to be performed within a specified period of time.

The purpose of a project is to transform an unsatisfactory (existing or future) state to a better state within a certain time, using a limited effort.

Broadly speaking, the project life cycle has the following phases:

  • Definition– in this phase, the need that the project will serve and what has to be provided to meet these needs is identified.
  • Planning- here a course of action is set. This includes sequencing, scheduling and assigning responsibility so that the activities are completed.
  • Implementation- here the defined activities are carried out. In this phase, the execution and operation is done
  • Monitoring – the progress of the project is measured and assessed against set objectives and adjustments are made accordingly
  • Evaluation – the achievements of the project are established and documented during the implementation and at completion

Various causes for project failure have been identified, these include:

  • Inadequate definition of the project- this may be due to either poor understanding of the end-user needs. Inadequate project definition results in pushing the project beyond time and budget limits.  
  •  Poor or no planning – this involves inadequate specification of project requirements and project constraints which results in setting unrealistic objectives
  • Un defined scope- the activities of the project have to be limited to those that will result in realization of the objectives of the project, inclusion of other activities not related to the projects objectives results in wastage of available scarce resources
  • Ineffective teams – this includes organizational behaviour factors e.g structure, functions, performance, and associated behaviour of groups and individuals
  • Poor communications –all the stakeholders have to be well informed about the project so that informed decisions can be informed
  • Unrealistic timescale from the donor and/or financier of the project to implement the projects
  • Poor monitoring and control during the project implementation phase- without regular measurement against the set objectives, necessary adjustments cannot be made

 Project management function entails the following elements during the project life cycle:

  • Scope management-this ensures that the activities of the project are only limited to those that result in the realization of the objectives of the project
  • Time management- this ensures that the period allocated to the project is utilized adequately
  • Cost management- this ensures that all costs incurred fall within the available financial resources
  • Quality management- this ensures that the quality of the project is as specified in the objectives and utilizes the available resources effectively and efficiently.
