The signing of the Singapore-Australia Free Trade Agreement (SAFTA) has created a wide range of opportunities for both Australian and Singaporean business. As a result of the SAFTA, Australian service investors and suppliers in sectors such as legal, financial and professional services, telecommunications, education and environmental services will be the main beneficiaries. Since education is one of the beneficiaries of the SAFTA, our group has decided to make the Free Trade Agreement the issue of our project and will be discussing how our company, Dorkson Universitywill be able to exploit the educational opportunities in the local market provided as a result of the SAFTA.

Environmental scan and analysis is imperative for any businesses that wish to venture out into the overseas markets. Environmental scanning allows Dorkson University to have a more in-depth understanding of the industry's situation in the Singapore market as well as the issues that might pose to be a threat to the operations in Singapore. In addition, environmental analysis can help the company to come up with more appropriate strategies that will enable them to operate successfully in Singapore.

Besides identifying the environmental factors that may have impact on the business operations in Singapore, our group has also conducted a policy analysis with respect to how SAFTA can have an impact on the various key stakeholders.

Finally based on the environmental analysis and policy analysis conducted, our group has come up with an option of starting our own subsidiary in Singapore to reap the benefits of the growing demand for education in Singapore. An action plan was developed to ensure that Dorkson University address all the impacts and benefits faced.

For Australia and Singapore, the Free Trade Agreement can act as a useful lever to advance their commitments to the mutilateral trade and investment liberalisation agenda. Professional sectors such as lawyers, accountants, architects and educational institutions are very important to Singapore and will especially benefit from the SAFTA. In this report, it seeks to identify the impact on signing of the SAFTA and how it impact and benefit our education institute (Dorkson University).


2. Background Profile of Dorkson University

Dorkson University has been established in Melbourne since 1985 and it is one of Australia's most respected and largest business and management schools. It offers a wide range of subjects at degree, postgraduate diploma, master's and higher degree levels with the aim of producing innovative, forward-thinking and successful academics and professionals

Several objectives are defined to help Dorkson University fulfill the long and short term plans. It includes:

  • To develop students with a superior sense of responsibility to society, an intellectual curiosity and an ability to learn through a stimulating and enlightening educational and research environment, rich with opportunities to develop the individual's abilities and interests.

2.6 Strategic Plans

A set of strategic plans was developed to complement the strategic goals targeted with the overall direction focusing on measures taken to increase awareness of Dorkson University. This acted as an opportunity to extend the recognition of its name in the local market.

  • Generation of greater public awareness through media advertising, career and education fairs participation, open-house campaigns and sponsorship of educational events and activities.
  • Review and training of lecturers and other staff on a regular basis to ensure relevancy in service rendered and manpower to handle the number of student intake each semester.
  • Attracting and maintaining both local and foreign lecturers by drawing up attractive employee packages and creating a family friendly work environment.
  • Sharing of ideas and knowledge with local government ministries for valuable information on anticipated changes in the economy, which will impact on the way programs are structured and the demand for certain curriculum.

For gaining awareness in the regional market, the following activities were carried out:

  • Facilitating exchange programs with visiting lecturers to tap on foreign areas of expertise to identify common issues faced by students in Australia and the regional arena.
  • Involvement in student exchange programs with other universities in the region.
  • Allowing private universities in the region to provide courses and programs that are offered by Dorkson University.


3. Environmental Analysis

3.1 Government pushes toward higher percentage of graduates

The proportion of graduates in the labour force has risen steadily - from 7.1 per cent in 1991 to 16.9 percent last year. The government had said previously that it aims to increase this to 25 per cent by 2010. Measures to improve the country's tertiary education system feature prominently in the Economic Review Committee's recommendations on how to empower the individual. Besides calling for a greater proportion of university graduates in the labour force, it was recommended that postgraduate intake be expanded to facilitate knowledge creation at the local universities (Eugene Low, 2002).

The subcommittee also suggested that one or two niche private universities be set up to provide more competition to the existing universities and differentiation within the university sector. It further recommended that the government extend tuition subsidies to private and public universities, and said the government should consider extending financial support for overseas education (Eugene Low, 2002).

In today's fast-changing knowledge-based economy, only continuous learning will equip Singaporean for tomorrow competition. For Singapore to remain relevant and prosperous in this highly competitive global market, Singaporeans need to be knowledgeable, skilled and adaptable. While continuing education is not a guarantee against unemployment, it does enhance greater employability.
