How successful were the German governments in dealing with the threat of the spd from 1878-1914? In 1875 moderate and revolutionary socialists united to form the Social Democratic Party (SPD). The party's declared aim was the overthrow of the existing order, using only legal means in the struggle for economic and political freedom. Bismarck, chancellor from 1871 to 1890, was hostile to socialists, regarding them as revolutionary and little more than criminals. His fears were rational, socialism was a threat to the kind of society he intended to maintain and to the unity of the Reich - aswell as his own position as chancellor. won 2 seats in the Reichstag in 1871: in 1877 it had 12 seats, showing that support was slowly growing for the socialist ideals. However, socialists were not as strong or as revolutionary as Bismarck feared and they liked to appear. In 1876 Bismarck tried to pass a bill preventing the publication of socialist propaganda, as well as other measures to prosecute the SPD, however both failed to get through the Reichstag.
