How far did the policies pursued by the government between 1906 and 1914 bring stability to Russia?

        After the scare of the 1905 revolution the Tsarist government was resolved to remain in power over Russia. Nicholas the II repressed the Duma and made it ineffective because he found it to compromising of his powers.    This left responsibility up to two gifted ministers, Stolypin and Witte both of which had the competence to stabilize Russia. However they both were unable to make little impact because of the bulwark of Nicholas II who personally disliked both ministers and preferred other advisors. Much of their ideas that had potential was stopped for example the agrarian reforms. The biggest obstacle to stability was Tsarists autocracy incompetence         and oppressive measures which caused discontent. Even though little impact was caused by these to stability their growth following stolypins neck tie made them a ticking time bomb and it was not long until they posed a serious threat to stability in Russia.

       The foreign policy in Russia led to the crises in 1908-09 in the Balkans. Even though Russia had learn from Russo war and reconciled with Japan it concentrated efforts on Balkans because of pressure from Duma and growth of Slav nationalism. War nearly broke out but aware of weaknesses and unwillingness to fight Russia back down from good advice of chief minister Kokovstov. This policy nearly caused major instability to Russia and played a part in Russia entering the war which made Russia very unstable. The humiliations suffered in diplomats made Russia less prepared to back down and suffer further damage to her pride. The mobilizing  of troops with the Austrian Serbia ultimatum gave German a reason to start war. This is not very important as it is only one of the many factors that contributed to the war but still relevant as it the crises of 1908 and 9 showed it did more damage to weakened Russia made it prone to being destabilized. It is also linked to the Duma because it was the increased nationalist pressure in the Duma which played a part in provoking tension with the Balkans.

        The Duma was reformist policy to appease the liberals in the 1905 revolution. However the Tsar intensely disliked the Duma because it compromised his the amount of power he had over Russia.  In April 1906 he issued new set of fundamental principles which limited duma’s power for example “interpellation” ministers were responsible to Nicholas even though they could be questioned. He dismissed Witte and blamed him for the Duma even though Witte like Stolypin was loyal to the Tsar and trying to save the Tsar.  The Duma has some importance was improvement and did stabilize Russia however it the stability ...
