How can this be? It has to do with the endless appeals, additional required procedures, and legal wrangling that drag the process out. Not only dos this waste money. It seems ridiculous to waste our recourses. Theses endless appeals and required additional procedures clog our court system. All the appeals, motions, hearings, briefs, etc.
